Kurdish politicians in Turkey seize &#8216;initiative&#8217;</p>
<p>As terror attacks mount, a group of Kurdish and Turkish intellectuals aims to revitalize efforts to find a solution to the country’s Kurdish question after previous attempts seem to have stalled amid controversy.</p>
<p>“We’re at the last exit before the bridge. At this point, we have to do something instead of watching from a distance. If Turkish and Kurdish intellectuals can’t take the initiative, then someone else will fill the gap,” Istanbul independent deputy Ufuk Uras told the Hürriyet Daily News &amp; Economic Review on Wednesday.<br />

In response to what he called the government’s failure to do its job, Uras said, a group of Turkish and Kurdish intellectuals will meet in Istanbul this weekend to discuss potential new solutions. Ahmet Türk, the former head of the now-defunct Democratic Society Party, or DTP, will also attend and is expected to play a key role in efforts to solve the crisis.</p>
<p>“Ahmet Türk is a name that represents the conscience of the people. He could take on a mission similar to [first South African President Nelson] Mandela,” Uras said. “His words and views get a serious response from the people. Former DTP deputy Aysel Tuğluk could also take on an important role at this point.”</p>
<p>Uras said the group must take the initiative immediately to revive stalled attempts to end the bloodshed, adding that responsibility falls on the shoulders of nongovernmental organizations, writers and intellectuals after the lack of results shown by the government’s Kurdish, or democratic, initiative.</p>
<p>At a press conference Wednesday, Uras also said the outlawed Kurdistan Workers’ Party, or PKK, needs to stop its acts of terrorism and re-declare a cease-fire. The PKK is listed as a terrorist organization by Turkey, the United and the European Union.</p>
<p>‘Language of peace’  </p>
<p>In an interview with daily Milliyet on Wednesday, Türk gave the first signals about the new initiative. While criticizing the government, the former DTP chief also pointed out that Kurdish politicians have similarly failed to produce solutions, and called for a new initiative.</p>
<p>Speaking to the Daily News about the possible role of such an initiative, former Diyarbakır Bar Association Chairman and lawyer Sezgin Tanrıkulu said it was wrong to only blame the current and former governments for the escalating violence.</p>
<p>“Kurdish politicians, political parties and NGOs have also an important responsibility in the solution of the problem. Such a civilian move can be effective and successful,” Tanrıkulu said. “All [other] opportunities have been used up anyway. This initiative is important because there are no other initiatives other than these independent initiatives, and democratic ways are wanted as a solution. I think such initiatives will be welcomed within the military.”</p>
<p>According to Tanrıkulu, the violent and military methods used in the past kept Kurdish politicians from getting involved.</p>
<p>“Kurdish politicians need to pressure both the organization [the PKK] and the Turkish government to stop using methods involving weapons,” he said.</p>
<p>Şah İsmail Bedirhanoğlu, chairman of the Southeastern Anatolia Businessmen’s Association, or GÜNSİAD, said that Türk is an important figure, and that the initiative’s success depends on who is involved.</p>
<p>“Türk is an important politician with good sense who uses the language of peace. I think Türk’s personality and his possible step will also be considered important by the government, the military and the PKK,” Bedirhanoğlu said. “I hope such a move will be successful. We support this initiative.”</p>

			<content:encoded><![CDATA[<p>Worldwide condemnation &#8212; from Australia to South America &#8212; has poured in against Israel since its naval commandos halted an aid flotilla in international waters at dawn on Monday, setting off a melee that left at least nine peace activists dead and dozens more wounded.</p>
<p>Turkey, an unofficial backer of the flotilla, has led the wave of criticism, accusing Israel of committing a “massacre,” and the UN Security Council has demanded an impartial investigation into the attack.</p>
<p>Protesters standing in the rain outside the French Foreign Ministry waved not only Palestinian but also Turkish flags, in solidarity with the four Turks who were killed and in praise of the Turkish government’s swift and strong response to the Israeli government, which it said had committed “a criminal act by targeting civilians.” Tuesday’s protests, however, were markedly smaller than the previous day’s demonstrations outside the Israeli Embassy.</p>
<p>Monday’s protests appeared to have surprised police, who seemed unprepared for the mass outpouring of anger that was witnessed. Observers noted that although the vast majority of protestors were peaceful, a number of smaller groups moved the crowd against poorly prepared riot police and tried to move toward the embassy. Police were forced to use teargas to disperse the crowd, as it soon became apparent that it would easily break through the single line of riot police guarding the foreign mission.</p>
<p>“It was the same people from the suburbs who caused the problems yesterday [that] caused the riots in France,” said one demonstrator speaking with Today’s Zaman, who asked not to be identified. “These people don’t have the same understanding of protesting as the French,” he added. Tuesday’s gathering comprised a number of protest groups that organized outside the Foreign Ministry, holding banners and flags.</p>
<p>Jean-Claude Amara, the spokesman of the Association Droits Devant, appeared later in the evening after emerging from a meeting with French Foreign Minister Bernard Kouchner and claimed to have demanded not only an end to the blockade against Gaza and the Israeli colonization of Palestine but also for France to place sanctions on Israel.</p>
<p>“As expected, the response was that ‘it’s not the French government’s policy to place commercial and economic sanctions on Israel’.” Drawing parallels to apartheid in South Africa, Amara emphasized that it was not the government that brought down the apartheid regime but regular people. “We will continue to boycott Israeli products,” he said.</p>
<p>Pointing to Turkey’s recent recall of its ambassador to Israel, Amara, like others Today’s Zaman spoke with, said: “We hope the recall will not be for two or three days. We hope Turkey severs all ties with Israel.”<br />
Pope urges dialogue</p>
<p>In the Vatican, Pope Benedict XVI urged for dialogue, not violence, after the deadly Israeli raid on the aid ships bound for Gaza and said he was worried about the clash’s “dramatic consequences” for prospects of peace in the Middle East. In his first remarks on the attack, Benedict urged Mideast authorities to hold talks and to guarantee better conditions for Palestinians who live in the Gaza Strip, which has been under an Israeli and Egyptian blockade since 2007.</p>
<p>“With profound trepidation, I am following the events that occurred near the Gaza Strip,” Benedict told pilgrims at St. Peter’s Square. “I feel the need to express my heartfelt condolences to the victims of this most sorrowful event, which worry all those who have peace in the region in their heart.” “Yet again, I repeat with all my soul that violence does not resolve controversies, but increases dramatic consequences and generates more violence,” the pontiff said. He appealed to political authorities to “search without stopping for just solutions through dialogue, to guarantee better conditions of life, in harmony and serenity, for the area’s population.”<br />
Cowen’s plea</p>
<p>In Dublin, Irish Prime Minister Brian Cowen is appealing to Israel to let a private Irish ship deliver its aid cargo to Gaza &#8212; but concedes that supplies of concrete on board pose a stumbling block for the Israelis. The 1,200-ton ship the Rachel Corrie is waiting off the Libyan coast and carries both medical equipment and concrete. Israeli officials say the vessel will be diverted to an Israeli port if it tries to break Israel’s naval blockade of Gaza. Cowen told lawmakers on Wednesday that Ireland has put in a formal request to Israel to let the ship “complete its journey unimpeded and discharge its humanitarian cargo in Gaza.”</p>

<p>Teams from the Van Gendarmerie Command’s Environmental Protection Unit confiscated 32.5 tons of illegally caught pearl mullet in 12 busts Monday night.</p>
<p>The endemic fish species, found only in eastern Turkey’s Lake Van, is protected from illegal fishing, but the penalties are not enough to serve as a deterrent, according to pearl-mullet expert Professor Mustafa Sarı.</p>
<p>“When your load is worth 10,000 Turkish Liras and the fine is [around] 1,500 liras, people would do this over and over again,” Sarı told the Hürriyet Daily News &amp; Economic Review.</p>
<p>According to the professor, the local gendarmerie is making continual efforts on both land and water to prevent illegal fishing of the pearl mullet. Though the confiscation of more than 32 tons of fish at 12 different locations is a serious issue, he said, there has been a considerable decrease compared to the late 1990s, when a single raid netted 80 tons of illegally caught pearl mullet.</p>
<p>Monday’s busts resulted in total fines amounting to 24,132 liras, which Sarı said is close to the market value of 32,500 liras but not a deterrent because the fines are administrative ones. People who are fined face no trouble when they do not pay, he said, adding that such fines must be like traffic fines, which have practical consequences when not paid.</p>
<p>An even bigger issue, according to the professor, is that the fines do not vary with the magnitude of the crime. If a fisherman is found with 5 kilograms of illegally caught fish, he would be fined 723 liras, an amount that would be doubled if the offense is committed again within two years, Sarı said. “However, I could load my truck with 20 tons of fish, and I would be fined the same amount,” he said, adding that local activists have lobbying for years to close this gap in the law governing aquaculture resources.</p>
<p>Festival for pearl mullet</p>
<p>The Pearl Mullet Migration Culture and Arts Festival will be held June 4 to 11 at Erciş Fish Wear to commemorate the mullet’s annual swim upstream at the beginning of summer to lay its eggs due to the salty and alkaline character of Lake Van. The event seeks to raise awareness about this unique fish, which is an important asset for the regional economy, and will feature competitions, field trips, picnics and musical events, among other activities.</p>

Global military expenditures soared to a record high last year, unscathed by the economic downturn, with the United States accounting for more than half the increase and Turkey taking its place in the top three among European countries, a Sweden-based think tank said Wednesday.</p>
<p>In its 2010 yearbook, the Stockholm International Peace Research Institute, or SIPRI, said spending between 2008 and 2009 grew 5.9 percent. The United States remains the biggest spender, accounting for some 54 percent of the increase, the report said. China, which became the second biggest military spender in 2008, retained that position last year. France was third.</p>
<p>Of European countries, the largest absolute increases (in constant 2008 prices) were in the United Kingdom ($3.7 billion), Turkey ($2.9 billion) and Russia ($2.7 billion).</p>
<p>The largest relative increases in real terms were in Greek Cyprus (21 percent), Turkey (18 percent), Macedonia (18 percent) and Belarus (17 percent), the Swedish think-tank said. Given its financial woes, Greece, which has traditionally devoted a higher percentage of its wealth to defense than most NATO countries, has already decided to cut military spending this year, the report said. Greek Cyprus increased military spending most in real terms, taking inflation into account.</p>
<p>&#8220;Many countries were increasing public spending generally in 2009, as a way of boosting demand to combat the recession,&#8221; explained Sam Perlo-Freeman, the head of SIPRI&#8217;s military expenditure project.</p>
<p>&#8220;Although military spending wasn&#8217;t usually a major part of the economic stimulus packages, it wasn&#8217;t cut either,&#8221; he said in a statement.</p>
<p>The institute said 65 percent of countries for which data was available had hiked their military spending last year.</p>
<p>The United States remains by far the top military spender, dishing out $661 billion to the industry in 2009, or a whopping 43 percent of the total global military expenditure.</p>
<p>China is believed to be the world&#8217;s second largest military spender, the institute said, adding that while it did not have access to the official figures from Beijing it estimated the country had spent around $100 billion in the sector last year.</p>
<p>With its $63.9 billion in military expenditures last year, France came in third place, SIPRI said.</p>
<p>&#8220;The figures also demonstrate that for major or intermediate powers such as the U.S., China, Russia, India and Brazil, military spending represents a long-term strategic choice, which they are willing to make even in hard economic times,&#8221; Perlo-Freeman said.</p>
<p>A portion of the 2009 military spending hike can be attributed to a sharp increase in so-called peacekeeping operations, especially in Afghanistan, which also reached record levels last year.</p>
<p>In all, 54 peacekeeping missions took place around the globe in 2009, costing a record total of $9.1 billion, SIPRI said.</p>
<p>In terms of deployed personnel, last year was also record-breaking, the institute said: 219,278 people, 89 percent of whom were military personnel, were deployed, up 16 percent from 2008.</p>
<p>&#8220;The increase was due to troop reinforcement for existing peace operations, most significantly for the NATO-led International Security Assistance Force, or ISAF, in Afghanistan,&#8221; the report said.</p>
<p>Wednesday&#8217;s SIPRI report also estimated that there were around 8,100 operational nuclear warheads in the arsenals of the world&#8217;s eight nuclear-armed states: the United States, Russia, China, Britain, France, India, Pakistan and Israel.</p>
<p>&#8220;Of these, almost 2,000 were kept on high alert and capable of being launched in minutes,&#8221; the report said.</p>

<p>The Israeli military raid on a Turkish aid ship headed for Gaza that left at least nine dead is expected to have serious repercussions in economic ties between the two countries.</p>
<p>As tourism seems to be the first area that will be hit by the unprecedented tension, defense deals could also be put under scrutiny by the Turkish government.</p>
<p>Speaking to journalists in Ankara on Tuesday, Culture and Tourism Minister Ertuğrul Günay confirmed many Israeli tourists are canceling reservations.</p>
<p>“We have no problem with the people of Israel,” Anatolia news agency quoted Günay as saying. “There are cancellations. We understand this.”</p>
<p>Turkey has had problems about Israeli tourists “since Davos,” Günay said, referring to the Jan. 29, 2009, spat during a World Economic Forum conference that resulted in Prime Minister Recep Tayyip Erdoğan storming out of the hall at the Swiss mountain resort.</p>
<p>“This year, there were reservations and Israelis were coming. Turkey is a country that offers safe travel and holiday for Israel, near the Middle East. This won’t change. It will be the same after the Israeli people oust that intolerant government [of theirs],” he said.</p>
<p>Günay put the number of first cancellations at “between 10,000 and 20,000.”</p>
<p>However, Başaran Ulusoy, chief of the Association of Turkish Travel Agencies, said “a minimum of 70,000-80,000 tourists from Israel will be lost.”</p>
<p>“Turkey is the United Nations of international tourism,” Vatan newspaper quoted him as saying on Tuesday. “The safety of the lives of Israeli tourists is under the guarantee of the Turkish Republic. Everybody should continue their holidays without fear.”</p>
<p>Cruises changing course</p>
<p>Vatan reported Tuesday that cruises carrying Israeli tourists to destinations such as Alanya and Marmaris have changed course in the aftermath of the Israeli assault and are now heading toward Cyprus or Rhodes. The Mirage-1, which was carrying 420 Israeli tourists to Alanya, has changed course to Rhodes, while a total of 50,000 reservations have been canceled in Bodrum and Marmaris, the newspaper said.</p>
<p>Speaking to Vatan, Sururi Çorabatır, head of the Mediterranean Tourist Hoteliers Association, said another cruise carrying 850 tourists to Alanya is now heading toward Greek Cyprus.</p>
<p>The cancellations came after the Israeli Foreign Ministry advised its citizens not to travel to Turkey.</p>
<p>“In Bodrum, there were already few Israeli tourists due to political tensions,” Yüksel Aslan, the local director of Brontes, a travel company, told Doğan news agency. “According to our talks with Israeli agencies, two planes per week were to land at Bodrum, for reservations that start on June 20.”</p>
<p>“The Royal Iris, a cruise that was carrying tourists to Marmaris, has canceled its trip,” Doğan quoted Şükrü Tugay, the managing director of the Marmaris Port, as saying. “A total of 20 other ships that were to come throughout the year have also canceled their trips.”</p>
<p>Tourism is only one of the economic casualties of Monday’s assault. Roughly $20 billion of joint projects in energy, agriculture and water, including a pipeline to carry gas, electricity and fiber optic cables from Turkey via Israel as far as India, are at risk following the raid, Vatan newspaper said.</p>
<p>Meanwhile, Defense Minister Vecdi Gönül said Tuesday that he foresaw no problems in the delivery of the unmanned surveillance aircraft Turkey is purchasing from Israel, according to the private CNBC-e channel. Nonetheless, the Undersecretary of Defense has begun debating the pros and cons of canceling the joint TARP project.</p>
<p>The $140 million project was planned as an enhancement of the capabilities of Turkey’s F-4 2020 and F-16 fighter jets.</p>

			<content:encoded><![CDATA[<p>Israel warned Tuesday it would halt a new bid to challenge its blockade of the Gaza Strip as pro-Palestinian activists vowed to send two more boats to the besieged Palestinian territory.</p>
<p>The warning came as Israeli police jailed or deported hundreds of activists after commandos boarded their Gaza-bound vessels in international waters on Monday in a bloody pre-dawn raid that sparked global outrage.</p>
<p>&#8220;We will not let any ships reach Gaza and supply what has become a terrorist base threatening the heart of Israel,&#8221; Deputy Defense Minister Matan Vilnai told the public radio. Vilnai&#8217;s remarks were made as organizers of the &#8220;Freedom Flotilla&#8221; said they were preparing to send two more aid boats to Gaza, despite the tragic ending to their high-profile mission to deliver humanitarian aid to the besieged strip.</p>
<p>Greta Berlin of the Free Gaza Movement told AFP a new attempt would be made to run the blockade but not for several days. &#8220;The Rachel Corrie (cargo ship) is currently located off the coast of Italy and the other boat is still being repaired,&#8221; she said.</p>
<p>&#8220;This initiative is not going to stop,&#8221; Berlin said from the group&#8217;s base in Greek Cyprus. &#8220;We think eventually Israel will get some kind of common sense. They&#8217;re going to have to stop the blockade of Gaza, and one of the ways to do this is for us to continue to send the boats.&#8221;</p>
<p>The bloody ending to the humanitarian mission prompted Israeli Prime Minister Benjamin Netanyahu to cancel a visit to Washington, where he was due to hold talks with U.S. President Barack Obama on Tuesday.</p>
<p>Netanyahu expressed regret at the loss of life but insisted that the Israeli commandos had &#8220;defended themselves from a lynching&#8221; as they rappelled down from helicopters onto the ships. Obama told Netanyahu it was important to find out &#8220;all the facts&#8221; of Monday&#8217;s deadly flotilla raid as soon as possible, the White House said.</p>
<p>Israel&#8217;s ambassador to Britain Tuesday admitted, however, that the raid was not a success. &#8220;It&#8217;s obvious, and I won&#8217;t beat around the bush on this, that this wasn&#8217;t successful,&#8221; Ron Prosor told BBC radio, when asked if the raid had helped or hindered Israel. &#8220;I think that it clearly took up an issue that should have been solved differently.&#8221;</p>

The youngest member of the attacked flotilla of aid ships, a 1-year-old baby, and his mother returned to Turkey early Tuesday as hundreds of passengers, including the boy’s father, remain in Israeli custody.</p>
<p>The Mavi Marmara was attacked by Israeli soldiers early Monday as it tried to deliver humanitarian aid to the Gaza Strip. The presence of infant Kaan Türker Çetin onboard was the proof that the boats were civilian vessels, his mother, Nilüfer Çetin, said in a press conference after returning to Turkey.</p>
<p>“I do not regret that I brought my son,” Çetin said, adding that the boy’s father, Mavi Marmara engineer Ekrem Çetin, was in Israeli custody as of Tuesday, the day mother and son, along with six people from the cargo ship Gazze returned to Turkey.<br />

Speaking at his party’s group meeting Tuesday, Prime Minister Recep Tayyip Erdoğan said the Israel government offered to send wounded Turkish citizens to Turkey. “We refused this offer, saying, ‘We have the power and will to take our wounded citizens,’” Erdoğan said. “Our two military air ambulances arrived there [in Israel], took the wounded people and are on their way back to Turkey.”</p>
<p>The prime minister said civilian planes from the Health Ministry were also on their way to Israel.</p>
<p>Rumors about death toll</p>
<p>The Humanitarian Relief Foundation, or İHH, which organized the flotilla, released the names Tuesday of 19 wounded Turks. Çetin said although she saw only five people dead on the ship, she was later told by Israeli soldiers that the death toll was 19.</p>
<p>Israeli Internal Security Minister Yitzhak Aharanovitch said nine people had died and dozens had been wounded, adding that those who attacked Israeli soldiers will be punished according to Israeli laws, the Anatolia news agency reported.</p>
<p>According to Çetin, at least five people on the Mavi Marmara were fatally injured during the attack and, despite calls from activists on the ship, Israeli soldiers did not allow any treatment for them. “They waited at least an hour. We had a surgery room, 18 doctors and two nurses on board, but the five people died,” she said at İHH in Istanbul.</p>
<p>“What we experienced on board was a breach of human rights. My motherhood was questioned because I brought my baby. This was the proof that our boat was civilian,” she said.</p>
<p>Speaking at a press conference at the İHH office in Istanbul on Tuesday after returning Monday night, Gazze cargo ship crewmember Hazım Emir said they were not treated harshly by the Israeli soldiers. “I don’t know why Israeli officials decided to deport us first,” Emir said. “Maybe they thought we would say how well they treated us when we returned to Turkey.”</p>
<p>İHH was one of the two organizers of the aid shipments; its office in Istanbul’s Fatih district has drawn many people since Monday.</p>
<p>People who were waiting for news about family members on the flotilla were calm Tuesday compared to the scene of devastation Monday. Most said they had been waiting in the İHH building watching the news and had not slept since Monday.</p>

The UN Security Council has condemned Israel&#8217;s deadly attack on a Gaza-bound aid convoy, demanding the immediate release of the ships and the civilians onboard.</p>
<p>The Security Council condemned &#8220;those acts which resulted in the loss of at least 10 civilians and many wounded,&#8221; AFP quoted a statement by the Council&#8217;s President.</p>
<p>The UN body further called for the immediate release of all ships and civilians held by Israel, urging an impartial investigation into the Israeli attack against the aid flotilla.</p>
<p>&#8220;The Security Council took note of the statement of the UN Secretary General on the need to have a full investigation into the matter and it calls for a prompt, impartial, credible and transparent investigation conforming to international standards,&#8221; the statement said.</p>
<p>The 15-nation body started an emergency session on Monday after Turkey called for a meeting on the Israeli attack on Gaza Freedom Flotilla.</p>
<p>The Israeli navy launched a pre-dawn attack on the six-ship aid convoy, which was carrying humanitarian assistance to Gaza, in international waters in the Mediterranean Sea, 150km (90 miles) from Gaza.</p>
<p>The operation killed at least 20 people on board the ships, mostly Turkish nationals, and left about 50 others injured, according to Palestinian sources. </p>
